On May 15, 2018, in accordance with the national standard management procedures, the Ministry of Industry and Information Technology organized the revised (GB 17761-2018) "Electric Bicycle Safety Technical Specifications" mandatory national standards, by the State Administration of Markets, the National Standardization Administration Approved for release and will be officially implemented on April 15, 2019. For some of the stock electric vehicles that do not meet the new and old national standards, the transition period of use is not more than 5 years. In order to cope with the smooth implementation of the new national standard, in July of the same year, the General Administration of Market Supervision and the Certification and Accreditation Committee issued the management arrangements for electric bicycle products from the licensing system to the implementation of compulsory product certification (CCC certification). Since April 15, 2019, electric If bicycle products are not certified by 3C, they may not be manufactured, sold, imported or used in other business activities.

The new national standard has made major adjustments to the technical requirements of electric bicycles. First, the anti-tampering requirements have been increased to prevent the products from being modified after being shipped out; the second is to increase the maximum speed from 20 kilometers to 25 kilometers; the third is to increase the motor power from 240W to 400W; the fourth is the quality of the whole vehicle including the battery. The kilogram is adjusted to 55 kg; the fifth is to strengthen the riding ability requirements, the electric bicycle must have the pedal riding function. In many aspects, we adhere to the non-motor vehicle properties of electric bicycles and comprehensively improve safety standards.

Electric two-wheelers on the market can be roughly divided into two categories: electric bicycles and electric scooters. The shape of an electric bicycle is similar to that of a bicycle. It refers to a two-wheeled bicycle that has an on-board battery as an auxiliary energy source and has the ability to ride on the pedal and can realize electric assist or/and electric drive. Electric scooters can be divided into portable electric scooters and electric motorcycles.

Since the old national standard except the maximum speed, braking performance and the strength of the frame/front fork assembly are mandatory, the other indicators are recommended terms, which provides manufacturers with room for manoeuvre, according to the 1999 electric The national standard for bicycles (GB17761-1999), the portable electric scooters that meet the requirements can also be classified into the range of electric bicycles. Therefore, before the implementation of the new national standard, electric bicycles and electric mopeds in the traditional sense are unified as electric The scope of bicycles has also caused the embarrassing situation of "excessive standard vehicles" while at the same time causing product inspection. The "all technical indicators" of the new national standard have become mandatory hard indicators, and various safety indicators are no longer "multiple choice questions", and the existence of "excessive qualified vehicles" has been eliminated from the root of production. This also means that a lightweight electric scooter that does not have a pedaling function in the future will also be excluded from the category of electric bicycles.

China's electric bicycle market has gradually entered a mature development period since 2013. According to data released by the China Bicycle Association, China's electric bicycle production in 2018 was 32.78 million units, an increase of 5.8% year-on-year. SMM expects that with the new production of electric bicycles of about 30 million vehicles per year, and considering that the service life of electric bicycles is 3-5 years, it is estimated that by 2020, the number of electric bicycles in China will exceed 320 million, 2010- The compound growth rate in 2020 is 11.27%.

Lithium-ion batteries have been used in the electric bicycle market as early as 2010. However, because the technical process of lithium batteries was not as mature as lead-acid batteries, the price was also high. Until 2018, the penetration rate of lithium-ion vehicles reached 12%. The output was 3.93 million units. SMM believes that with the improvement of Chinese residents' consumption level and the strong implementation of the new national standard, the penetration rate of lithium battery models in China's electric bicycle market will gradually increase in the next two years, but there are still price advantages and channels in the lead-acid battery market. Advantages, the market position of non-first-tier cities is difficult to shake in the short term. It is expected that the penetration rate of lithium batteries will increase to 20% in 2020, and the output is expected to exceed 6 million.

Among the batteries for electric bicycles in 2018, 12% use lithium-ion batteries. Among them, the most widely used is the ternary battery, followed by the manganese-based multi-component lithium battery, and the lithium manganate battery and the lithium iron phosphate battery respectively occupy a small share. At present, the price difference between various types of batteries is not obvious, but as more and more battery manufacturers enter the market, the price/performance ratio must be one of the important factors that change the future competitive landscape. SMM believes that in the future, the cost advantage will gradually be reflected, when the comprehensive performance of the manganese-based multi-component lithium battery is more optimistic.
